Advantages of ABaSS Billing

Increased billing opportunities

Introducing ABaSS
Airport Billing and Surveillance System

Two key areas that modern GA (General Aviation) airports have to consider are:

  • Effective Billing of aircraft
  • Surveillance promoting security and safety

ABaSS is the integration of these into one state of the art system. Offering all the advantages of photographic billing, data recording, 24 hour surveillance and on site video monitoring.

    Advantages of ABaSS Billing

ABaSS detects all inbound and outbound aircraft movement between taxi ways and runways.
To facilitate this ABaSS uses cutting edge technology, thus offering key advantages such as:

    Stable accurate system
ABaSS utilizes globally used technology where accuracy is paramount. It is a future proof, expandable technology. Similar systems are currently in use on many road tollways. Vehicle movements of these tollways vastly exceed aircraft movements of even the busiest airports.

    Quick, efficient billing process
ABaSS is able to efficiently process the billing procedure reducing the cost of billing.

    Minimise human error
Automated processes significantly simplify data entry and invoice generation which greatly reduces any human error. This significantly improves service levels and therefore also customer satisfaction.

    Photographic proof of movement
Any disputes can be easily resolved through the use of a time/date stamped photograph of the aircraft movement.

    Difficult to manipulate
Aircraft owners would have to remove or change registration marks on their aircraft to avoid billing.
This is a serious offence and when detected criminal charges are able to be laid.

    Increased billing opportunities

ABaSS was used at a leading NSW airport and over an initial 6 week period it was discovered that ABaSS detected an extra 51.7% of target aircraft movements. These are missed billing opportunities.

If it were not for ABaSS these aircraft would have not been charged for their usage.

Efforts were made by the airport to tighten leakage to their existing billing system and after a further 5 month period ABaSS still collected an extra 31.8% of aircraft otherwise not detected.

    The Billing System

Current billing methods used by these airports generally entail:

  • Listening to Control Tower recordings
  • Information supplied by Airservices Australia
  • Listening to MBZ/CTAF recordings
  • Manual sighting of aircraft by airport staff

    Problems with existing Billing Systems

    • Time consuming ; Easy to manipulate / mask call sign
    • Difficult to listen to hours of recordings for billing purposes ; Difficult to hear exact call signs
    • Difficult to enforce ; Easy to give incorrect call sign
    • Relying on information supplied by external agencies ; Easy not to give call sign
    • Movements missed due to staff absence

To address these problems HoekSec has developed a surveillance system capable of taking quality photographs of aircraft using the airport.

    Statistical Airport Analysis

Ever wandered exactly who uses your airport, when and how often it is used?

ABaSS is able to make customised reports detailing all kinds of statistical information to give Airport Operators a better understanding of the workings of their airport. These reports are generated from the data collected during the billing function.

    Surveillance

ABaSS uses a surveillance system currently used by many industries globally, such as banks, airports (including Sydney Airport), government agencies, industrial, retail, etc.

The surveillance system is active 24hrs a day 7 days a week. It uses movement sensors to enable recording which are digitally stored on the ‘local server’. These recordings are able to be accessed and exported to removable media (such as DVD, CD, USB drives etc) to be given to agencies such as Insurance, Police, CASA, Work Cover etc.

    Monitoring

Aircraft operators and designated staff are able to view cameras via any PC connected to the local area network. This facilitates instant visual inspection of airport grounds without having to leave the office. The option to view cameras remotely can be available where there are appropriate broadband connections.
